There’s so many potential reasons: racism, insecurity, untreated anger issues, poor training, chronic fear, sadism, poor life choices leading to lack of ability to be a productive member of society. I don’t know if we can really come up with one definitive answer. Every agent has a rich tapestry of personality flaws.
