I know it sounds absolutely coo coo insane-o-style but a democracy with rules for the almost but not quite equal capitalism we once had. I’m not sure if you are being sarcastic, but democracy and capitalism are fundamentally incompatible. “Equal capitalism” is an oxymoron.

iran was a democracy prior to the SHAH which was installed by the UK/US. the islamic revolution /current regime is more or less US’s fault.

Such ideal popular democracies generally need a culture conducive to those. Not all cultures favor democratic politics.
