Why not use Activity pub?
Because they wanted to use a protocol created by a monolithic tech giant that was explicitly designed to feature algorithmic feeds and interaction monitoring (read: monetization).
In general or for federation?
The article states they wanted to ensure full account portability, which is a feature unique to AT protocol.
That feature has been roadmapped here for a while now.
I would also expect they want a system more attuned to their laws, which may mean implementation of other features in the future.
