There really isn’t a way to access clearnet sites privately, at least up to state actor standards. If your goal is avoiding surveillance due to, for example, being a hated minority in an increasingly hostile country, a vpn isn’t going to save you any more than tor would. Simply leaving the clearnet would be the solution. The more that do the less ability any of the surveillance state has to spy on anyone.
