I’m sure if anyone else builds without the proper permission they have the authority to bring that to a halt. Even if they had no legal basis to stop the construction, they could deny them some other permission, like not giving them a high speed internet connection or limiting water access. No way something like this goes ahead without full cooperation from the government.
