Doesn’t “decentralized” describe that application’s architecture? It means it doesn’t depend on central servers to send and receive messages. It’s not a claim about the organization that maintains it.
If a single organization controls it but the architecture is over a large area then it’s distributed.
Would you say someone who uses cloud flare is using a decentralized architecture?
