Reminds me of the debacle with the M1941 jacket that wasn’t warm enough during the Italian campaign during World War II, and was eventually replaced by the modular M1943 field jacket that actually worked. I suppose this is what training exercises are supposed to be good for, revealing problems in gear/training/coordination/etc.
